Other Than Weather, Has It Ever Been Used?

We are all familiar with the weekly Emergency Broadcast System (EBS) tests on radio and television. The interruption of regular broadcasting in lieu of a highly annoying noise, issued by the EBS, in order to test their system.

I have several questions.

One: Was this ever used on 9-11-2001?
As I recall, on 9-11-2001, later in the evening, quite a few cable stations, if not the majority, were maintaining their "regular broadcasting schedule". I do not ever recall hearing an EBS alert. Did these alerts ever take place on 9-11-2001?

Two: What about today, in a post 9/11 world?
What "scale" does the FBI, CIA or DoD use before the EBS is initiated? What is the break-point between "local" and 'national" warning. Is it based on the severity? Is it based on the amount of destruction? Is it based on the loss of life? Or do we have to succumb to the obviously BIASED media giants for the latest news and information?

I don't know about you, but if a 9/11-type event were to happen again (and by all accounts, the current Administration assures us that it will happen again), I want to know immediately WHEN and WHERE "it" is happening, whether I am listening to WRVA or watching MTV. I would certainly WANT the EBS to break in, across all media, and let this nation know what is happening.

I have more questions, but they are mainly based on a "what if" scenario, which I will not go into here, due to lack of information and irrelevant supposition.
